Nobody has money to waste these days! If you are really doing cloud, then trying it out is not an issue. Virtually all cloud vendors sell their products via subscriptions and have short-term options -- maybe even free -- for pilot situations. Talk to a few vendors and tell them you want to do a bake-off. They'll be responsive.
