I don't have the cloud IT budget to buy a bunch of cloud applications that aren't a good fit, need to be customized or are too complicated for my company. What is the best way to try out an application before I buy it?

Nobody has money to waste these days! If you are really doing cloud, then trying it out is not an issue. Virtually all cloud vendors sell their products via subscriptions and have short-term options  -- maybe even free -- for pilot situations. Talk to a few vendors and tell them you want to do a bake-off. They'll be responsive.
